You do not need to have read an official statement before. Browse, search, and compare with nothing attached. This page is the clerk’s walk-through for the first real document. One worked example, one blank, the label vocabulary, and the refusal list in plain words. The website never receives the filing.

Ten minutes

Open the blank file for the place.
Find one primary record (minutes, official statement, gazette issuance, budget page, or local filing).
Fill Section 02A from that record first: sale type, who was paid, how they were paid, and any conflict sentence the document already printed. If a field is not in the record, leave it not-proven. Do not infer.
If you label a field we-have-a-record, fill source_url, retrieve_date, and sha256. If any of those three is missing, leave the field blank and not-proven. Invented-complete does not ship.
Self-disclosure comes last. If a covered person must file, print the template and give it to the clerk — not to this website. An empty 02B is not the conflict audit.

What counts as a primary record

A primary record is a public document of the borrowing, the payment, or the disclosure — not a news item, not a spreadsheet you made, not a holder list.

Where to find it

Start on the issuer’s own site, then the local gazette, the ministry of finance, the central-bank site, or — for U.S. municipal paper — EMMA. Paywalled or foreign-language sources stay attachable: keep the original link and a translated excerpt. The excerpt is not a substitute for the original.

How to label it

Every field gets a label. Software fills nothing. we-have-a-record is a receipt, not a badge. A named book on the roster is a starting point — you do not fill a receipt to see it or to compare countries.

Receipt — required to label we-have-a-record

Blank is allowed. Invented-complete is rejected. A we-have-a-record label with any of these three missing fails validation before the file ships. The website still never receives the filing; this is the clerk’s checklist.

Outcome — required on an attach record

Append-only. The website still never receives the filing. A clerk writes the enum, their handle, and the time on the paper that travels with the receipt.

A we-have-a-record label without an outcome fails the same gate as a missing receipt. The file does not publish.

What to do when the source is missing

Leave the field blank and label it not-proven. Never fill it. Incomplete beats fake-complete. A blank file is an honest score. Do not invent a cite to look finished.

What this desk will not do

No public list of natural-person beneficial owners. Do not pierce the books that hold the names, broker KYC, or Euroclear / Clearstream custodian chains. No home addresses, tax IDs, account numbers, or exact position size. Do not invent bond dollars, votes, firms, CUSIPs, or ISINs. Do not paste Cede & Co. or CDS & Co. onto a country that does not use them. A country-only file is not a finding that the country issued paper. Auth off. Database off.
