Blank until a primary record is attached.

The place borrowed in public and pays from a public operating fund in public. Current lenders sit behind a book-entry market. Beneficial owners of that paper may live in any country. The questions are the yearly payment, who was paid and how, and whether the attached record already printed a conflict. An incomplete transaction-party file taken from a real official statement beats a complete-looking self-disclosure block with empty seats.

Three layers — do not collapse them

A country can have one without the others. All three live on the country record. The overlap desk compares starting points across up to four countries. Named overlap is a shared starting point. It is not a holder list. Do not collapse the three layers into one global-debt number.

Layer A — Money / debt statute

The central-bank act and the conflict-of-interest code. Independence is usually in the statute: there is no ballot on each central-bank operation. Local recusal rules usually target the contract, the land, or the family business — not “do you hold this town’s debenture.” Ontario Municipal Conflict of Interest Act s. 4(c) excepts owning a municipal debenture on common terms. Print exceptions. Do not flatten every country into one ethics code.

Layer B — Bond-market mesh

Issuance plus the book-entry wall plus the people paid to advise or underwrite. After issuance, title sits in the book that holds the names (a CSD: Cede & Co. at DTC in the United States; CDS in Canada; Euroclear / Clearstream corridors abroad). Beneficial owners may live anywhere. This desk refuses to mint a world owner list from that fact. Underwriter, advisor, bond counsel, and paying agent stay blank until a primary record is attached.

Layer C — Taxpayer / fee-payer incidence

Debt service is a first claim on the public operating fund. Citizens fund that line through tax, fee, or inflation. The yearly hit is the question this file asks first. The desk prints the vote when a roll call or referendum is on the record, and leaves it blank when it is not.

Book-entry wall (mesh plumbing)

The books that hold the names exist wherever there is a real bond or stock market. World Forum of CSDs: on the order of 135 member books. Euroclear and Clearstream exist so holders can sit in another country. Holding through a street name is ordinary plumbing. “Holders may live anywhere” is a method fact. No public natural-person holder list is the default. CJEU joined cases C-37/20 and C-601/20 (22 November 2022) is why even company UBO registers were pulled back from the general public.

Subnational governments that issue bonds (mesh depth)

OECD: bank loans are about 55% of subnational borrowing; bonds about 15%. Globally bonds are about 12% of subnational debt (OECD / UCLG). United States and Canada are outliers. Two whales: United States and China. A real recurring local-government bond market is on the order of 20–35 countries. SNG-WOFI covers about 135 countries of subnational finance. Most of that debt is loans. 135 is not 135 municipal-bond grids.
